Justice Bhandari has earlier served at the Delhi High Court before becoming the Chief Justice of the Bombay High Court. He has delivered a number of landmark judgments. Justice Bhandari’s number of orders in the nightshelter matter led to state governments making provision for night shelters for homeless people. His orders on the right to free and compulsory education for children matter led to availability of basic infrastructural amenities in primary and secondary schools.
At the felicitation ceremony held for Justice Bhandari, Professor C. Raj Kumar, Vice Chancellor at JGLS, observed that,
"Legal education and higher education needs to receive high priority in India in the evolving landscape of globalisation and the need for developing a knowledge economy in developing countries”
